Haha, no seriously though, you can't have a batman film without showing him breaking a few bones, by the sounds of things you'll love the first 40-60 mins of TDKR, I hear it's very character heavy, action light. (apart from the prologue)
My favorite part of this franchise so far has been Bruce's origin in BB. The rest of that movie has some great parts but then falls apart during the climax. TDK also has some great character moments throughout, obviously. But it too falls apart by the time you get to the climax. The two best parts of the movie don't even have any action in them (interrogation scene plus Dent/Gordon/Batman at the end). You could make an amazing "detective Batman" movie with a trimmed down budget and a mysterious story for him to figure out. It would be focused primarily on characters and story and not having these 10 minute action scenes thrown in for the hell of it.
