The Justice League being independent will most likely be apart of the story. Gunn has made it clear how he feels about corporations and government squads. So they can start funded, but it won't last.
If this thing actually gets to the point of Batman being involved, he'll be the only potential sponsor they have. Because Bruce himself would be very big on the independence of the group.
