Unless I'm mistaken, there have been several incarnations of the Royal Flush gang, so this one could have just been a new one that wasn't associated with the ones that Oliver met back in Season 1.

Yeah, there's always a new version of the gang popping up.
They could always bring them back with their own storyline. Notice there was only three? Where was Ace? Perhaps they get him in a future episode, and that's where they become major threat.
I enjoyed seeing the Royal Flush Gang again,granted they probably had no ties to the Arrow version. I really hope they do something epic with them eventually. Why was there only 3? You need 5 for a royal flush,emmiright?
DC's website seems to indicate that this was meant to be the same Royal Flush Gang that appeared previously on Arrow:

Over the years theyve appeared with and without superpowers. True fans know that this particular gang first appeared on Arrow as bank robbers. This explains why there are only three cards in the deckone of them died in Olivers arms.

Alright. I actually didn't even remember what exactly happened the last they were shown. But, I believe they weren't even the main villains of that episode and that with no knowledge of them, you'd think they were just a random gang Oliver stopped.
Easy explanation could be that he used most of the remaining powers he had, during his fight with Flash. Now he barely has any juice left.
Nope. Pretty sure the episode was even called Royal Flush Gang and they got a few scenes alone without team Arrow and were pretty developed.
