I can't imagine them doing Inhumans right on a TV budget, but I do think they're moving in the right direction by adding Ghost Rider and maybe some Inhuman characters.
From the beginning, AOS has never really appealed to me because it hasn't featured comic-book characters. They seem to be slowly, gradually adding some interesting characters and powers, but it still falls short.
By comparison, WB's Flash and Supergirl shows are cheap and cheesy and not very well done - but I find myself more interested in watching them because they feature real superheroes that I know (and costumes and powers and super-powered battles with super-villains). WB's decision to not include them in the same world as their films is a huge mistake IMO, but they would have to probably improve the quality of the TV shows to make it work (and I wouldn't complain about that).
I like the Inhumans and I'd like to see them get their own film, but if that's not in the cards. It would be cool to see them done as well as possible on a TV show. If they can add some interesting characters and bring the quality up to near Netflix levels and make everything all part of one Universe (with some cameos from film characters on occasion) that would be great. If they're not going to bring the quality up, I'd frankly rather see it die than drag everything else down.
But from a broader perspective, it is interesting that these comments seem to be making the possibility of a stand-alone Inhumans film less likely.
I saw a comment a day or two ago from Feige indicating he couldn't tell us too much about Phase 4 because even revealing the titles could tell too much. I'm not sure how saying GOTG 3, Dr. Strange 2, Spider-man 2, Captain Marvel 2 etc. would give too much away, so hopefully there's something new and interesting in there.
Of course it could be a smokescreen and it might just be that they don't know which sequels will get priority, but I would be willing to bet they know exactly what the 2020 line-up (at a minimum) will be.

, it would be a stupid move. Why? Because the public has generally lost trust that Fox COULD pull this off. Even if they did (which seems to be a stretch given their track record with FF), the box office wouldn't reflect the quality of the movie. They'd have to knock it out of the park probably 3 times in a row to win people over and I don't think they could do that and I don't think it would be worth it to them even if they could.
