Exactly. Where the Joker was this distinct force of chaos, opposite Batman's pursuit for justice, Bane uses Batman's methods of theatricality and deception while pursuing his own distinct goal. It's calculated, it has purpose, but that's not to say his strategy is lacks the unrelenting quality of the Joker's.
Where the Joker wanted Gotham to fall into hopelessness and despair, Bane, I believe, wants to manipulate Gotham into destruction. His massive demeanor and thespian tone is a testament to this large-scale "turning Gotham on itself" strategy. The dude is a genius and he's the perfect pick for the final film in Nolan's trilogy, as he brings a whole new method of villainy to the table.
That's what I'm thinking.
In my opinion, I think the Joker is a bit overrated. Fans give him way too much credit. Bane is hopefully going to turn the tables on these fans and the general audience. This man is a different breed. The Joker was unstable and depended on a nihilistic view of humanity to succeed. Bane, however, won't be depending on anything to get the job done. He's coming to Gotham to shed blood and he won't hesitate to accomplish it. No mindgames, no riddles, no seduction, etc.
Assuming from what I've seen on set, I think Nolan is going to approach Bane as a harden combat merc. A man (who has never failed) that has traveled the global hunting down targets, but not for cash. Instead, it'll be a mixture of glory and idealism that drives Bane.
