The only thing Kinberg confirmed is that Apocalypse will be the beginning of how the X-Men became the X-Men. He made no overtures about how X-Men will continue to be the X-Men. Everything depends on what stories are left to tell and box office returns obviously, but I don't think they have plans to continue with classic X-Men indefinitely, every 3-4 years... at least for the time being.
For me, the story about those characters concluded with DoFP and there really isn't much to do following that ending. I don't see Cyclops ever being the LEAD man in any X-Men cinematic universe. It is just wishful thinking from fanboys. The cinematic universe has clearly placed him in a supporting role, and there is nothing to indicate the public and studio wants Cyclops to be the star of the show. The focus in Apocalypse will most definitely be on Xavier and Magneto, as it has in every X-film up till now.
All in all it's premature to say that the franchise will end up continuing with this and that. I only feel the way I feel because of the conclusion of DoFP. I think it's all on a film by film basis in terms of what to expect next, with Fox eyeing an expansion of the universe by featuring different characters in various spinoffs. That much is certain.
