They should introduce Green Lantern at the end of their 5 year plan, and then Arrow s6 is basically a traveling show week-to-week ala the Adams/O'Neil saga.
Easier to change the format once the format is 'finished' with all of the flashbacks.
My suggestion was going to be similar, but yours is probably better (assuming they're sticking with the five year plan). Mine was essentially to introduce the Green Lantern ring in Arrow some time near the end of the show and use it as an excuse to have John move on. If the show is five years (which, wow, we're already halfway done), early or mid season five would be the Green Lantern and then he departs from the show.
But like I said, I like your idea more. My only concern (which is why this Green Lantern idea appeals to me more than it should) is John Diggle's lack of superhero identity makes it difficult for him to fit in with a bunch of costumed heroes. During the last arc, when the team was severely outgunned, he was the one staying at home or piloting a helicopter when he should have been out front shooting people. At the end, he was able to appear in the open because there were a bunch of other people preserving his anonymity. I feel that, as Laurel becomes more important, either Roy or Diggle will suffer and it'll probably be the guy without the mask.
