The problem, as always with Arrow and these CW shows, is the poor writing/schedules. I don't mind the William thing, but I understand how out of the blue it is, and it's because we haven't seen him in almost4-5 episodes, and in real time, that's 2 months. So it's very easy to forget that that was even a plot line.
The easy fix would have been to show Oliver visiting or talking to him or his mother on the phone at the very least. You remind the audience that William exists, and show that Oliver cares enough to seek him out often.
