Here what I think:
If the studo-execs do decide to end the current movie-franchise on an adaptation of 'The Dark Knight Returns' (which I find hard to envision ever happening, but still), then wouldn't it make far more sense to cast the same actors, in their same roles, as they were portrayed in 'Begins' and throughout the ensuing franchise. Now, we dont know who Joker is yet, same with Dent or anyother of the characters floating about the sequel-rumour mill, but I know that if they were going to do a 'DKR' movie, I'd want to see Bale and Oldman reprise their roles for the movie. Same with whoever goes onto be cast as Joker, Two-Face and Catwomen in the latter movies. Now, naturally if say Catwomen didn't make it into a movie before 'DKR', she'd need to be cast originally (although her characters worth in the movie would be pretty redundant if we hadn't of seen her before hand in another movie).
Danny Boyle has plans to direct an adaptation of 'Porno', the sequel to 'Trainspotting', but only when the actors are much older so they can play the roles properly as they are meant to come accross in the book. For this reason, he's waiting 15 years or so until the original cast are much older, so he cant start filming. This is the approach that should be taken if a 'DKR' movie was on the cards, wait until the cast of Nolans movies are the ages that their characters were in the book, and then film with them. The only problem I could see being is casting Caine, since he is already fairly-old in his role in Begins, but there is no reason for not doing it with the rest of the cast if they would agree to reprise their role.
I haven't thought of who I'd cast in the roles of the original-characters for the movie, yet. But when I have an idea I'll post them.
