Pay attention to the scene with Matt and Daphne earlier in the episode when they are explaining to Ando that he might not get the time manipulation powers.
This goes back to season one as explained by Tim Kring, everyone's powers developed as a result of their characters traits, Daphne explained it perfectly.

They had a prison full of level 5 bad aces and we didn't see one fight. Sylar isn't dead, Nathan is back on the same exact path he was on in Season 1, the Japanese phrase "I did it!" has been over used to complete death, and Mohinder gets a reprieve some how. I was just hoping for an awesome volume ender and we got an episode that should have been given midway through the season

I liked Ando as a powerless sidekick and so they decide to give him powers and now he is just a lame tool for Hiro again.
