Yes. Presumably, Nolan is trying to elicit an emotional/visceral response from the high sound levels - even at the expense of clearly making out the dialogue in a given scene. Now... we can question whether this actually works as a creative or artistic technique; but it seems clear that its intentional (i.e., its not an amateurish mistake in the sound mixing).
I think since TDK, his mixing has been getting progressively worse. I feel like more people are starting to catch on to it. Before TDK, I never had a problem with it.I had a feeling he would feel this way after TDKR came out and it was a crappy sound mix. What's funny is all of his other films, have a tremendous sound mix. It doesn't seem like Nolan takes constructive criticism very well.

Probably already mentioned, but I love how CASE was voiced by Josh Stewart, who played Barsad in TDKR.
On a more serious note, he seems to be taking criticism a little too hard nowadays. He needs to grow some thicker skin, because, if he lets it, it's going to effect his films moving forward.Nolan does listen to criticism, he set the humour rating for TARS to 65%.
