For the record, I'm in the camp that feels that although use of the P99 would be more realistic choice over the PPK, it's a bit too big to be effectively viable as a concealed weapon, whereas while the PPK falls way short of effectiveness, it's more easily concealed and it's iconic status is legendary.
I guess it's a trade off and personal choice may basically boil down to reality or iconography?
And you know, wait until we see the context and why he's carrying it. Perhaps it's a surprising assult on London and Bond only carries a smaller weapon like this casually and didn't expect **** to go down when this scene takes place.

Iconography is one thing. I would understand it as Bond's personal weapon. Granted it would be a stupid personal weapon, I get it. But the shallow clip and rounds just don't make it an effective combat weapon.
It reminds me of the first episode of Justified. They were going to go with the iconic look of a newer model 1911, but scraped it because it made no sense for someone who was going to go around getting in shootouts a gun with such a shallow clip. So they gave Raylan a glock.
