Bob Hoskins is my top choice.....but I would also like to see how Ian McShane would play the role.
 
For me, either Philip Seymour Hoffman or Toby Jones.

There are two types of villains in Batman. Gangsters and Freaks. I loved the fact that the Peguin is cross between the two elements.

If Philip played him. 80% Gangster and 20% Freak
If Toby played him. 60% Freak and 40% Gangster.
 
Eddie Marsan would be a good choice too, as long as he doesn't do an American accent.

I cannot believe I have not posted in this thread yet...

I have been wanting to see the Penguin done right for the longest time...No deformities, sane, and very classy. This is the kind of guy who could order a man to be murdered, and then go to the opera. If they go the mobster/crime boss route, he should be different from Falcone and Maroni, who relied on the city's own corruption, Oswald would rely on manipulation to get things done. Also with Penguin being such an upperclass villain we could even see some interaction with Bruce Wayne at some kind of gala or something with all of Gotham's elite. Plus people know he's a crook but there is NO way to prove it...he covers his tracks that well.

As for the "freak" thing...well, he does wear a tuxedo and monocle all of the time. I don't know how to work in his bird thing. We won't be seeing any giant vultures, but if we see a trained bird swoop in and grab some lady'e necklace and fly away with it, I think that would be good.

In some comics the penguin had sharp razor like teeth. What if to seem like a "freak", he had some dentures made with razor sharp teeth and knock out his own teeth. He would use normal teeth dentures for media/public appearances and use the razor sharp teeth dentures for his dirty and private business to seem more terrifying that he actually is (a small fat man).
 
I could see Toby really nailing the Penguins complex about his looks,but tries to be ignorant of the fact. You dont even need to add much makeup on him. There is photo on IMDB where Toby is dancing with Sigourney Weaver...Thats how I imagine him too be...A freaky little man,who has everything going for him,on top of the world...until Batman gets in his way.

Toby is brilliant and creepy in Trinity. I would love to see him as Penguin.

I would like to see a scene in the movie,where Penguin is swimming in his pool. Just a subtle nod to Penguins in water,lol.

He should wear a black suit and a silk cream tie. I want him to be a gentleman to the public. An odd looking man,but with a charming personality to the punters in his Nightclub. Outside of that...His true personality rises. A violent and perverted freak. So brutal in fact (ofcourse most of his opponents are restraint) and full of violent anger, he actually bites his thugs ear nearly off and beats him close to death. All over a trivial matter. Then after that,joins his mistress's in the jacuzzi as if nothing happened.

for nolan's world, the most he should be deformed is his nose and hands (not the whole body). he should also be rather refined, having a taste for excellent food and clothes.

i always thought the penguin should have been re-invented as the anti-bruce wayne. he could have been born slightly deformed, he was rejected by his parents until they were killed in an accident. he would then be played in some dickensian orphanage, where he would waste away. he finally comes back to reclaim the wealth that should have been his through an underworld gang, in which he's the equivalent of a kingpin.

They need to go small in their casting from now on, so I would suggest Willie Garson.

I would like to see The Penguin as the leader of a cult dedicated to the "Vain Peacock", the mythical suiter of the golden mallard's daughter. He believes the Vain Peacock is telling him to build a statue of an egg made of diamonds with an orc sitting atop it with a bow and arrow, which would also be made out of diamonds. To complete this statue he organizes multiple diamond heist which draws the attention of Batman. The Penguin believes that once the statue is completed the orc will fire it's arrow and the Vain Peacock will emerge from the egg, leading all it's followers in an effort to forcibly marry the golden mallard's daughter. Once this is done he believes that everyone will transform into their inner-bird and a new age of blissful vanity will dawn.

He is naturally insane and upon being beaten up by Batman is snapped back to reality and becomes closer to his comic incarnation.
