What edges TDK (the film i like the least in the trilogy) over the others is the combination of what's going on on screen and Zimmers score. Right as Gordon says "So we'll hunt him..." Zimmers Batman score kicks in full blast, and we get a shot of Batman running with the cops on his heels....that's what edge this over TDKR which plays the same exact music, and the Batman theme kicks in as Alred spots Bruce...but not Batman.
This is one of the things that makes me enjoy TDK's ending so much. Like you said as soon as Gordon says "So we'll hunt him..." BOOM and that big kick to the drum comes in. Gordon has his great monologue as Batman is taking the heat for everything that had transpired. And he rides off into a white light as Zimmer's score reaches that two note theme for Batman while Gordon ends it "A Dark Knight." I just can't imagine any other film for me personally that ends better than that.
I do love Begins and TDKR for their endings as well, which are both fantastic for those films. I had huge chills coming out of Rises and when I finished Begins for the first time, it turned me into an enormous Batman fan. More so than I was before. It would be hard to find another set of movies with these type of endings to debate which is best.
