No, comics films tend to definitively dispose of issues that the comics have to keep around indefinitely, due to the different demands of the media. That's why most villains are killed after one film (and even those that aren't are generally not seen again), whereas in the comics they keep coming back.
If you look at those three issues, there's not really that much to the story. TAS did a pretty solid adaptation of it in two twenty-minute episodes. And Proteus, while powerful, doesn't really strike me as a foe that could carry a film; he doesn't really have any great plans. It'd just be the X-Men brawling with him. I guess it could be expanded on somehow.
If Singer was thinking about Proteus, it'll be interesting to see what this movie tells us about Moira's life over the intervening twenty years.
