I can't buy this argument. At least not completely. Maybe most of the characters would be treated well and developed/given purpose in the X-Men films. Maybe. But "most" sure as hell won't be given a chance to shine when the inevitable crossovers shows up. And we all know there would be quite a few of these types of events. There would be way too much screen sharing going on with the Avengers and/or FF instead of sharing screen time with other mutants/X-Men.
He's a single character though. X-Men is a team of characters. Integrating a single character is nothing compared to integrating the world of mutants and the X-Men.
eh... this concept isn't exactly accurate, you can't look at the MCU (or any franchise that's well put together and expect EVERY film to give EVERY character a huge chance to shine. Honestly though i felt Civil War did a really great job at making a point for everyone to have a moment or a purpose. No one really got "shafted" But the whole point is by the time a character has been in 3+ films.. they no longer really need a whole lot of development if they've been given it. We know who they are, we know their personalities and what they're all about.. time to unleash them for fun. The X-films tend to kill off characters that don't get alot of development, never develop them, or decide not to include them in sequels.
