I don't know if it's me, but I feel that Ledger's Joker, Bardem's Silva, and Cumberbatch's
are some of the most effective villains in recent blockbusters. I also think that it's because they resonate with a post 911 world. I think Metallo can have that kind of grungy-low-level terroristic quality, while Lex would have a more high-class, affable quality, only hinting at a sinister side now and then. I don't think you should be able to look at Lex and see evil. I think audiences have to understand just how deceptive and effective he is, by playing up the dual nature of Luthor. He should come across as smart, convincing, and ultimately, human. This would also contrast to the powerful and threatening form of Metallo, and the metahumanity of Superman.
I just think it would lend itself to emotional depth and complexity if Metallo killed off journalists and investigators of Luthor's senatorial campaign, leaving characters to wonder whether to speak against him without any proof of wrongdoing, or stay silent as injustice continues. It would also show the importance of super-heroic actions, whether from normal people or not.
I think Jimmy should also be a big part of MOS2. He can represent that it isn't the powers that makes Superman super, but the heart. How he converses and interacts with Clark can symbolize that.
I want the existence Metallo to be a twist. People are tricked thinking that the "hits" are carried out by a normal human being, when actually it's a complex cyborg doing the dirty work. I'd love there to be scene when the police attempt to do a "sting operation" only for them to to realize that they are confronting an invincible robot.
Luthor being the culprit WON'T be a twist. Most people would hear the name and guess him as a major player. But Clark secretly trying to investigate him CAN be. And there should be a creepy final verbal confrontation about the nature of human trust.
If you think this has a more crime-drama flavor, you are right. However, this approach can also allow the characters to "breathe easier", without the threat of millions dead. It can also allow someone else to direct the sequel, without having the burden of topping what looks to be amazing action by Snyder. It could also show Superman's interaction with the authorities, and how he handles being a public figure. I'd love a moment when he is trying to talk about Lex's hidden agendas to them, but they just tell him that "Lex has invested his own money in rebuilding Metropolis. We've worked with him, etc."
If MOS is focused on mainly on Clark, then MOS2 should be more about the community around Clark.
The sequel, "World's Finest" can have a grand threat that requires both heroes to stop it. But I feel like the amount of depth can be generated by a more personal villain. And Kryptonite should look different.
