He's just so bland. Plays the same bogan tough guy character in every movie, whether he's a space explorer, or a robot or an ancient greek warrior.

I don't think you can find a casting choice that would make more sense from an aesthetic point of view. The woman IS Harley Quinn ... even has that accent from Wolf on Wall Street.

My choice for Harley. Anna Faris. As I said in the closed casting thread:

I think Anna Farris can be an outstanding Harley Quinn. She has a history of being naturally funny and has that goofiness about her that can pull of this role. Plus, she's a familiar enough face that can get more people familiar with the character.

Faris has owned roles before that had Harley Quinn written all over it and one who can be quirky at times. I picture her playing the role very well.
