How is he built on him? The press release simply calls him a beat cop assigned to special duty under Gordon. We don't know anything about him, the least of which whether or not he's a psycho like Cort.

That's just based on old rumors about TDK being based on Prey. Given that Hugo Strange doesn't appear to be in this movie, I've started to pretty much ignore those rumors.
