And the TWS tag doesn't indicate they go their powers to me.

It is ambiguous, but my theory is there was people developing powers naturally, but couldn't control them or they caused them pain. So they volunteered to these experiments by Strucker and co. The rest died but the twins survived. The fact that the twins were the only survivors indicates that there is something unique about their genetics.

I don't think the sceptre was used with the twins or other volunteers. It's just an artefact Strucker has recovered

Remember strucker said something like " those who own it previously does not know it real power" why show the sceptre is that scene? there must be some connection.
anyway it just my speculation.

Yea, why use the term "miracle"? It must have some significance other than being a replacement for "mutant". A miracle is something we can't explain through ordinary means like science.

The other possibility is that Strucker used the scepter on various people and The Twins had a special mutant gene that reacted to it and they were transformed into super beings
