I disagree that he did nothing in Part 1 he was the bullet they thought would take down Amazo, it didn’t work but then they couldn’t have held Amazo there without him. He also was there as support for Kara in Part 1 when she needed to have that talk about her quitting the DEO.
Part Three he was the one they gave the book too as the others couldn’t rewrite reality, he was the one who had the knowledge of the scripture too as he stated in the Fortress to Barry and Oliver.
You know what I think Superman was a victim of in this episode, the budget. I think we didn’t get to see him do as much in red and blue (I’ll admit that bothered me too) because they didn’t have the money for it. So part three most of his FX stuff was done with the Black Suit version.
But then think of this he got scenes on the Smallville Farm, we even got a scene or him and Lois in the Fortress. To me that felt as much a back door pilot as Batwomans stuff in Part Two did which I also think she didn’t get enough to do (weird I’m not hearing people complain about that much).
Dare I say I think Kara actually got more of the shaft this crossover than anyone.

Didn't you know BH/HHH that I had copyrighted the term "Shaft" to be exclusive to Superman only?

Honestly from the reactions that I've read online, it seems like people were more invested in the several Batman Easter eggs that were present in the Gotham portion of the crossover than Batwoman herself.
I would argue that Tyler made more of an impact in his first two episodes of Superman than the actress portraying Batwoman did in her crossover debut, which is probably why I haven't seen many people complaining for how limited her role was in this year's event.
Honestly, as great as it was to see Martian Manhunter and Brainiac 5 show up in the end, they really didn't leave much of a lasting impact to warrant the budget used for their appearances alone. It would have probably been more better to scrap them out of the crossover and use that budget to create more VFX sequences for our regular version of Superman.
Hell, we didn't even really need Amazo to show up again in the end. We could have just had Tyler's Superman sneak up behind Deagon's version and put him in a headlock so that Oliver could get a clean shot at him.
