It's not only that. The way Man of Steel left things, Superman didn't seem.... established yet. He was getting there but wasnt quite there yet. So, I think people were really hoping we'd get one solo movie were Supes can really cement himself and get his world (the Daily Planet, his relationship with Lois, Lex Luthor) fully established before we bring in the DC big guns. It just doesn't feel....earned yet, like there's no build up to the main event.
This is what I think as well. And for me, a movie that continued to establish superman would be far, far more interesting that a team-up. However, even I can see that a team-up would be a money- maker. So I understand why they did this.
