i think theres a bottom to the outfit, it's just not being displayed. I imagine it'll look like the Arkham Knight Robin costume bottom half

The suit is so great that it works for everyone in the family. I'd like to see a Nightwing version.

Both the shirt and shorts are on display clearly. It's not part of a costume, it is the costume. And why would Robin have shorts and Batman not have briefs. That logic doesn't make sense.

And again you see something I don't. I am pretty sure it is part of the tunic that is meant to go over the pants, a cod-piece, as a matter of fact, same that Batman's and Superman's costumes have.
But even if no pants were meant to be worn, nobody is going to wear this costume anyway. Robin is dead. And it is clear that they made it just to put it on the display, as they didn't even bother to make differently designed boots, gauntlets and utility belt. Also, only people who are really going to pay attention to pants missing (or shorts being present, if you like) on the burned, tattered suit in the background are guys on forums like this. It doesn't really matter.
