Which part? The part when it could be said when Bruce died or the part of those two guys keeping the secret of Bruce being Batman?
Are you talking about Foley sending the entire GCPD to chase Batman or Gordon sending 3,000 cops to the tunnels? Both, I can't see being really accurate, but it's only as bad as Loeb sending the entire police force to the Narrows.
Gotham has a tendancy to overreact.I'm not talking about when the cops went after Batman. With that, it was only a SWAT team and a few patrol cars. The final part of BB where Loeb sends the entire police force over to the Narrows was just as bad as anything in TDKR. Nolan's trilogy shows a very overreacting, nonsensical police force, lol.
That whole transport scene, cool as it is, is full of logic gaps.When are the GCPD ever shown to be that competent though? In the burton films they would literally shoot him on sight every time even when told by gordon not too. In the comics they are often inept aside from gordon.
The GCPD over-reacting or messing up is a common batman trope it's used to make batman look better and make it understandable how this city would need someone like him. If anything in TDKR while it was a huge overreaction in numbers, it did make the cops who stayed on the service look extra crafty in how they were operating secretly afterwards.
In TDK while transporting Dent they encounter the burning fire truck then go down to the boxed in lower streets rather than driving into the completey deserted oncoming lanes and continuing on their way.That whole transport scene, cool as it is, is full of logic gaps.

I thought they became more proactive? Nolan mentioned something about Gotham becoming more of a 'police state' if I recall. Though to be fair that element was hardly explored in the actual movie.You also have to keep in mind that the police had been relatively inactive for around eight years thanks to the (somewhat oppressive) Dent Act and the absence of Batman
