The amount of lower-tier DC characters appearing in Arrow is probably the most exciting thing about the show. Already there is one Batman villain making an appearance and it has been announced that another will be making an appearance. Zap2It is reporting that the synopsis for the tenth episode of Arrow is as follows:
In episode 110, Oliver will meet Garfield -- a firefighter who was horribly burned three years ago, and never recovered from the trauma. Since then, he's been abandoned by his wife and kids, and he's now described as a "bitter, vengeful shell of a man." Meanwhile, the Starling City Fire Chief is also haunted by Garfield's injury... since he's the one who was forced to leave Garfield behind to burn.
Sound familiar? If you've done your homework, you'll realize this is none other than Garfield Lynns aka Firefly. Originally, Firefly was a pyrotechnics expert turned arsonist who thinks he can see visions in the fires he creates.
Arrow stars Stephen Amell as Oliver Queen, Colin Donnell as Tommy, Willa Holland as Thea Queen, with Susanna Thompson as Moira Queen and Paul Blackthorne as Detective Quentin Lance.
From Greg Berlanti, Marc Guggenheim, Andrew Kreisberg and David Nutter, the hard-hitting actionseries reinvents the DC hero. Since they seem to be making a big deal I would think it is a comic character. Maybe a new take on count vertigo, which I would be fine. I think vertigo needs to be overhauled anyways like some of the cartoons have done.
In terms of popular green arrow villains we have vertigo, onomatopoeia, brick,and merlyn (which is tommy but who knows what his father is up to) that there is no word on.
At the rate they are going with dc characters I would be fine if they held off on those ones for a bit.

The Royal Flush Gang started in Batman though. Their more of a Batman villain then a Justice League villains

No competition for either villain
Using minor villains for Batman isn't a bad thing at all, plus...when did Green Arrow have a legit rogues gallery? The smartest thing is to use other villains and if they want to center on Batman's, then so be it because at least Batman has the more "realistic" villains to chose from.

Great episode, I noticed that the guy in the NYCC trailer that was dressed in the arrow uniform fighting deathstroke on the island looked different from Amell, just thought it was the stunt double. But apparently its a different character.
